This report examines how EU migration policy is fundamentally shaped by structural racism, rooted in Europe’s colonial history. It highlights a critical disconnect: while migration rules increasingly criminalise and exclude people, aiming for more deportations and fortified borders, EU anti-racism policy ignores this systemic discrimination. The analysis concludes that this enforcement relies on dehumanising racialised migrants as threats. Consequently, structural racism is not merely an outcome but the core logic of EU migration policy, inflicting violence and rights violations on those it targets.
